NBC12 Investigates: Why did 36 delegates not vote on gay judge nominee?

RICHMOND, VA (WWBT)- Members of the Virginia House of Delegates provided various reasons Wednesday why they either abstained or were recorded as "not voting" on the controversial judicial nomination of an openly gay Richmond prosecutor.

Tracy Thorne-Begland, who is currently the Chief Deputy Commonwealth's Attorney in Richmond, was nominated for the General District Court. However, his nomination failed just after 1:00 a.m. Tuesday when Thorne-Begland received only 33 yes votes in the House of Delegates. He needed at least 51 to be successful. 31 delegates voted no.

Many who who voted no pointed to Thorne-Begland's gay-rights activism while serving as a Navy pilot in the 1990's. The failed nomination set off allegations of bigotry at the Capitol, along with criticism from Thorne-Begland's boss.

Local companies to offer resources for veterans

RICHMOND, VA (WWBT)- Richmond is going all out to honor vets returning from the Iraq War. A welcome home parade now has a sponsor and several local employers are jumping on board.

One veteran is trying to help others get jobs. Robin Beres retired from the Navy after 24 years back in 2004. She said the transition to civilian life wasn't always easy.

"There's worry about a job," Beres said. "For 24 years basically I had a job. I had job security."

She had to look for a job for the first time in nearly a quarter of a century. But she's one of the lucky ones. She found a job quickly.

"It was easy enough for us," she said. "But it's a whole 'nother story nowadays."

VCU officially announces move to Atlantic-10 Conference

RICHMOND, VA (WWBT)- Richmond, VA (WWBT)- VCU will join the Atlantic 10 Conference in all sports effective July 1, 2012, VCU President Michael Rao announced Tuesday.

NBC12 sources confirmed the move Monday. Rao officially announced the decision at an afternoon press conference at the Siegel Center Tuesday.

"VCU believes the A-10 represents the best opportunity to meet our long-term aspirations for national academic and athletic achievement," said Rao. "As a Division I, nationally competitive athletics program, it is critical that VCU seizes the opportunity to further elevate its athletics as it raises its overall academic profile as a national research university."

Richmond Commonwealth's Attorney rips House of Delegates for "bigotry"

RICHMOND, VA (WWBT)- Richmond's top prosecutor comes out firing, sensing bigotry at the General Assembly.

Lawmakers in the House of Delegates worked well past midnight and voted down the judicial nomination of Tracy Thorne-Begland, who is openly gay.

Mere hours after his nomination to the Richmond General District bench was defeated, Thorne-Begland was back in his usual role as Chief Deputy Commonwealth's Attorney, going over police reports and keeping a low profile. His boss, however, condemned what happened at the capitol.

"For me it sort of sums up the admonition that we are taught as youngsters, that you don't empower small, close-minded people," said Commonwealth's Attorney Michael Herring, who blasted the House of Delegates during a noontime news conference. "It is hard to think about what happened at the General Assembly and not conclude that it is a form of bigotry."

Paying it forward to a school bus driver

HENRICO, VA (WWBT)- Sometimes it takes a village to pay it forward.

I hit the streets in Henrico at the White Oak Shopping Village to find someone ready on the spot to pass on a $300 Act of Kindness.

I was certain my sign would get attention from all the traffic on South Laburnam Avenue.

Sure enough, it took less than 10 minutes to make the right connection. To my surprise it came from a customer who called out from the nearby 7-11.

Sabrina - "Hello there, how are you doing? We're with Acts of Kindness, we're paying it forward to someone in need or supporting good deeds."

Michelle - "Oh, that's nice."

Michelle Johnson, a bus driver with Henrico Public Schools, was making a pit stop before her afternoon drive.

Michelle - "I'm going to recommend my girlfriend Carolyn Ross."

Sabrina - "What's going on with your girlfriend Carolyn that she could use $300?"

Bonuses for state workers appear more likely

RICHMOND, VA (WWBT)- It appears that state employees are more likely to get their 3% bonus.

A budget amendment that would've made the bonus more difficult for state workers to get went down in the strongest way possible — a unanimous vote that effectively kills it.

The final vote left no doubt about it. At 95 to 0, the amendment barely stood a chance.

Del. Jennifer McClellan had been hearing the complaints.

"State employees sort of felt like they were smacked in the face," said McClellan (D-Richmond).

The idea — authored by Governor Bob McDonnell — was to tie a one-time 3% bonus exclusively to state savings instead of state revenues. But in order to qualify for the bonus, state agencies would've had to find millions in savings by the end of June.

Not enough time, said the unusually unified House of Delegates.

Vandals tear through Church Hill neighborhood

RICHMOND, VA (WWBT)- More than a dozen homes were vandalized in Church Hill early Sunday morning. Bricks smashed through windows and trash cans went flying at cars and into the street. Neighbors say around 30 teenagers were prowling near R, 29 and 31 Streets, leaving behind a trail of damage.

Resident Linwood Crutchfild said he heard the shatter of a window. Both his and his brother's apartments were hit.

"I jumped up because it sounded like a shot…My brother was sitting on the sofa, and a brick came over the top of his head...I came outside and saw a bunch of kids," says Crutchfild.

The group even took a trash can and threw it against Nathaniel Whickham III's nearby car. He says he doesn't see police in the neighborhood as often as he'd like.

"They (police) don't come through here enough," says Whickham.

Shaquwan Simmons agrees.  A brick rocketed through his mother's home.
